These calculations do not include entitlements which are just another form of appropriations and which Congress fiddles with every year, almost like the discretionary accounts shown in the incomplete pie chart. See

gimmick to make defense look even bigger. No, "entitlements" are not something special to be uncounted; nor are they sanctified or untouchable. They need to be counted. Accurately counting the money does not let DOD off the hook; Jabba the Hut is just as
fat in a small or large crowd.
