“Certain
individuals are openly challenging” the force of the two documents, the
spokesperson said, appearing to point to Pelosi. He then called the act
“trampling on historical facts and justice, challenging the post-war
international order, and undermining international rule of law.”
The
U.S., China, and Great Britain signed the Cairo Declaration in 1943.
The declaration stated that “all the territories Japan has stolen from
the Chinese, such as Manchuria [Northeast China Plain], Formosa
[Taiwan], and the Pescadores [Penghu], shall be restored to the Republic
of China.” The three countries reaffirmed in the Potsdam Proclamation
that “The terms of the Cairo Declaration shall be carried out.”
In 1972, Alec Douglas-Home, then UK Secretary of State for Foreign and Commonwealth Affairs, confirmed the position at a House of Commons meeting.
“We held the view both at Cairo and at Potsdam that Taiwan should be
restored to China,” Douglas-Home said. It was the date when the UK and
the People’s Republic of China (PRC) upgraded their relations to the
ambassadorial level. The joint statement (Zh/En) confirmed the relations recognized the PRC as the “sole legal Government of China.”
The
U.S. also recognized the PRC as the “sole legal Government of China” in
the three Joint Communiqués — the Shanghai Communiqué (Zh/En), the Joint Communiqué on the Establishment of Diplomatic Relations (Zh/En), and the August 17th communiqué (Zh/En).
