I'm not sure Biden ever intended to run for a second term. I've long suspected that he'd do the best he could to limit the damage in these midterms, but then announce he would not run for a second term early in 2023 to give other Ds a chance to build a campaign to have a chance in '24. Being president takes a powerful toll on any office-holder; its just too much for a man who started off at 78.
