All propaganda outfits, which include the MSM now, mix real news and propaganda to make the latter easier to digest. 
I have found that whenever you know more about a subject, any media article about the same is of limited value as leaves  sig info out. Sometimes this is due to bias. In te case of NYT, I found misreporting about coverage of the LA -San Fernando Valley secession crisis, nonpartisan elections and term limits. These are domestic subjects;but there is a NYC/NY political bias against them that media reflects.

In this case, of course, the Latvian position (Latvia being the most russified of all the Balts) remains unreported in our media, as far as I can tell.  But I do not subscribe to Bloomberg and it is possible that the RT citation of Bloomberg reflects something it filed.
