With the debt ceiling palaver heating up, I am resending an article circulated by Amb Freeman some months ago. It is a Washington Monthly article about a provision of the Constitution obviating the whole debate. It is interesting. Lawyers and Constitutional
authorities may have informed views on this. If those views are not simply driven by their political bias and/or conventional bent, they would be interesting to hear.
