He is saying diplomatically-not bluntly that it is a half- baked policy.  In my vioew this is latest version of what has become a trend, previous examples Obama's policy to learn from Germany's Fraunhofer Gesellshaft-that seems to have disappeared from the radar! Oh and what about the ad hoc boost for infrastrucure spending like  Build America Bonds  of Obama's era and Biden's own signature initiaves. Meanwhile when GOP comes  no atno such attention despite US being a literally decaying country?

Both parties only agree on defense spending which takes up at leats half of "discretionary" spending!
Just a one time major boost for a decaying country.
