This is so much not news! Not in 2002 when the Larouchies got around to it, and not now. Numerous specialists including Ziad Abu Amr (and myself) have written about this for > 30 years. Yes, quite clearly some people in the Israeli occupation administration figured back in the early 1980s that they might build up on the (long-pre-existing) pro-Ikhwani networks in Gaza to build a counterweight to the PLO factions there. But then from the late 1980s on boy did that tactic come back to haunt them. (Kind of like Afghani Mujideen later transforming into Al-Qaeda or any number of other bitebacks.
