The Houthis are doing this to force a ceasefire in Gaza. They weren't targeting ships before the war and are unlikely to do so if an enduring ceasefire is reached.
Biden is more likely though to try every "solution" possible to this crisis except the most efficient and obvious one: a ceasefire
