As you know, the Kellogg/Musk/Trump plan to end the conflict in Ukraine
is getting much serious attention in Washington - and Brussels. Intense
exchanges, visits and consultations - among the Western governments
themselves.
It strikes me that the situation bears a certain resemblance to the special panel of distinguished scientists and engineers created by
Churchill, when he was First Lord of the Admiralty in 1915, to come up
with solutions to the mounting U-boat challenge to British shipping.
Intense deliberations within the 30-day deadline
led to a unanimous recommendation. Received with great expectation by
Churchill in his Admiralty office, they pronounced their plan. The
group's chair stated it succinctly: raise the temperature of the North
Atlantic to 212 degrees Fahrenheit; when it begins
to boil, the U-boats will be forced to surface where they could be
dispatched by His Majesty's Royal Navy.
A furious Churchill shouted: "What an idiotic idea! How in blazes do you
expect us to raise the temperature of the North Atlantic to 212
degrees?!"
Cool response: "Well, My Lord, we understood that our mandate was to
come up with a policy design; implementation is your responsibility"
