Transmitted as an attachment is the text of the New York
Declaration on the Peaceful Settlement of the Question of
Palestine and the Implementation of the Two-State Solution which
has been issued in connection with this week's high-level
conference at the United Nations.
It is an extremely impressive and encouraging document which
evidences an unprecedented degree of seriousness in the
"international community" about actually ending the occupation
and achieving the two-state solution.
Notably, it states in its paragraph 25: "Full admission of the
State of Palestine to the United Nations is an indispensable
element of the political solution ending the conflict, which
will enable full regional integration."
I urge reading at least the 42 paragraphs which precede the
annex.
Any person of good will who does so must feel a degree of hope
and optimism which has not been possible for many years.
